No QR code for license on Windows version to activate pro license on IOS

I'm trying to activate my PRO license on my iPhone. First, the iPhone keeps prompting me to sign in and activate with my iPhone account, which is not what I used to attach to my license. Then, instructions say to go to Windows and go to the activation key and there'll be a QR code on the right of the actual key, but there isn't one.
