Better feedback on hardware support

Currently the ultra and ultra turbo models are not supported on Windows machines regardless of hardware, including the latest Intel and Snapdragon silicon. The mode configurator currently does not give any feedback on lack of Windows support it only notes the hardware is insufficient. This may cause significant unnecessary research to find a solution to that error.
