Add an exclude list for mode app activation

Please add an option to exclude specific apps or websites from a mode’s Activate for apps and sites rules. I’d like to use a mode as my default across most apps, then blacklist a few exceptions—rather than maintaining an allowlist of every app where I want it active. Ideally, mode activation would support both “include only these apps” and “use everywhere except these apps” options.
